Deborah L. Keeth

Ms. Keeth joined the firm in 2004, after graduating from the University of California at Berkeley School of Law with a certificate in environmental law.

Ms. Keeth’s practice emphasizes public agency representation.  Ms. Keeth represents the Transbay Joint Powers Authority in San Francisco and is counsel for the Authority’s Board of Directors meetings.  She has experience advising clients regarding public contracting, ethics, and open government issues.  She also advises clients drafting state land use legislation. 

Ms. Keeth has litigation experience in state court, and before the state and federal public utilities commissions.  She litigates a variety of land use and environmental matters, including representing public agencies defending challenges to public transit and solar power projects.  Ms. Keeth also represents public agencies bringing litigation challenging proposed airport development and the rules governing liquefied natural gas expansion.  She represents public agencies bringing condemnation actions for redevelopment, transit, and other public projects, including projects in San Francisco and Alameda counties.

While in law school, Ms. Keeth clerked for the Solicitor’s Office of the United States Department of the Interior.  She was the head articles editor of the University of California at Berkeley’s Ecology Law Quarterly, and published pieces regarding air quality and environmental justice. 

Ms. Keeth is a member of the Bars of the State of California, the U.S. Circuit Court of Appeals for the Ninth Circuit, and the U.S. District Court for the Northern District of California.
