Catherine Engberg

Ms. Engberg joined the firm in 2002, after completing a clerkship with the Honorable Barry Ted Moskowitz, United States District Court Judge for the Southern District of California. Ms. Engberg received her law degree, with distinction, from Stanford Law School, where served as Articles Editor to the Stanford Environmental Law Journal. During law school, Ms. Engberg won first prize in the California Student Environmental Negotiations Competition. She also interned with the Environmental Defense Fund in New York.

At the firm, Ms. Engberg represents and advises public agencies and community groups on a wide range of environmental and land use issues, including local initiatives and referendums, CEQA, general plan and zoning laws, and state and federal telecommunications laws. She also has litigation experience in both state and federal court regarding constitutional, CEQA and election law matters. She represents community groups in a variety of administrative and litigation settings, including appearances before the California Coastal Commission. Her litigation experience also includes defense of public agencies, including the Tahoe Regional Planning Agency, against takings and related property rights claims.

Ms. Engberg received a B.S. in environmental and civil engineering from Stanford University. Prior to attending law school, she worked as an environmental engineer in Walnut Creek, California, providing engineering consulting services to municipal water and wastewater clients such as the East Bay Municipal Utility District and the City and County of San Francisco. As an engineer, Ms. Engberg has experience preparing water supply master plans and developing effluent limits for wastewater discharges. Ms. Engberg is a licensed Professional Civil Engineer (CA #57954).

Ms. Engberg has published in the Stanford Law Review and the Stanford Environmental Law Journal on topics of ranging from citizen initiatives to legal issues regarding the decommissioning of dams.

Ms. Engberg is a member of the State Bar of California.
